面对国际金融危机的冲击，非洲国家自强不息，积极推进一体化进程，加强国际合作，保持了稳定和发展的良好势头，成为推动世界格局变化调整的一支重要力量。中国为非洲取得的成就感到高兴，对非洲充满信心。今天，中非有着更加广泛的共同利益，更加坚实的合作基础。中方将继续本着真诚友好、平等相待、互利互惠、共同发展的原则，与非洲国家一道，推动中非经贸关系达到更高水平。
Facing up to the international financial crisis, the African countries have endeavored to promote integration and strengthen international cooperation. Africa has maintained stability and growth and has become an important force in promoting changes and adjustment in the international arena. China hails what Africa has achieved and has full confidence in Africa. Today, China and Africa enjoy growing common interests and have a stronger foundation for cooperation. Guided by the principle of sincere friendship, equality, mutual benefit and common development, China will continue to work with African countries to grow even closer economic and trade relations.
——要加强政府间的磋商协作。这对于中非经贸合作持续健康发展具有重要意义。中国愿与非洲国家政府一道，结合各自国情和发展战略，制定切实可行的中长期合作规划，促进彼此产业对接和融合。双方要建立健全相关法律法规，完善沟通对话机制，为深化合作提供法律制度保障。
- We should strengthen inter-governmental consultation and coordination. This is important for our efforts to achieve sustained and sound growth of China-Africa economic and trade cooperation. China is ready to work with governments of African countries to adopt feasible mid and long-term cooperation programs in keeping with our respective national conditions and development strategies so that our industries will be in a better position to complement and work with each other. We should improve related laws and regulations as well as channels of communication and dialogue so as to provide a legal framework to ensure deepening of cooperation.
——要促进中非贸易平衡发展。中方决定实施“对非贸易专项计划”，适时派出赴非投资贸易促进团，扩大非洲产品进口。支持举办更多非洲商品展，为非洲企业推介优势商品提供便利。中国将进一步对非洲国家开放市场，提高与中国建交的非洲最不发达国家享受零关税待遇的出口商品税目的比重。
We should promote balanced development of trade between China and Africa. China has decided to implement a special plan on trade with Africa. We will send investment and trade promotion missions to Africa in due course and increase imports from Africa. We support the holding of more product fairs to help African companies promote their best products. China will further open its market to African countries, and give zero-tariff treatment to more products of tariff-lines from the least developed African countries having diplomatic ties with China.
——要进一步加强投资合作。中方将坚持“政府引导、企业主体、市场运作、互利共赢”的方针，更加注重改善民生和促进就业；更加注重保护非洲生态环境，尊重当地文化和风俗；更加注重管理审核，提高投资效益和质量。我们将继续鼓励有实力、信誉好的企业赴非投资，引导投资向制造业领域倾斜，支持企业和金融机构以多种方式参与非洲交通、通讯、电力、水利等基础设施建设，更多采用合资、合作方式，加大转让技术力度，帮助非洲国家增强自我发展能力。中方将于年内全面落实向非洲提供优惠性质贷款的承诺，在此基础上，提供新的优惠性质贷款和商业贷款。
- We should further intensify investment cooperation. China will follow a government-guided, business-led and market-driven approach for win-win progress. We will lay greater emphasis on the need to improve people's well-being, create jobs, protect Africa's eco-environment and respect local cultures and customs. We will pay more attention to project management and examination and raise the efficiency and quality of investment. We will continue to encourage established and reputable Chinese companies to make investment in Africa. We encourage them to invest more in the manufacturing sector. We support Chinese companies and financial institutions in participating in various ways in the development of infrastructure such as transport, telecommunications, power generation and water conservancy, setting up more joint ventures or cooperative ventures, scaling up technology transfer, and helping African countries enhance their self-development capacity. China will fully deliver on its commitment to providing lending of a preferential nature to Africa before the end of the year and, on that basis, provide new lending of a preferential nature and commercial loans.
